【STATUTES OF THE MOVEMENT FOR DEMOCRATIC SOCIALISM】

We are a political union striving for democratic socialism. We are an organization independent of any other existing political organizations. Our organizational principle is thoroughgoing democracy. We shall learn Marxist theories and thoughts, analyze the contemporary situation of the world and Japan, and enrich our vision of democratic socialism. In solidarity with democratic forces in Asia and the world, and by way of democratic changes from workplaces and communities, we shall realize democratic socialist society in the 21st century.
- Chapter 1. Membership
- 1. Any person who approves the Program and Statutes and wishes to join in the organization and its activities can be a member of the organization.
- 2. Recommendations from 2 members are necessary for the application for affiliation. The application must be judged by a basic unit of the organization (Branch) and approved by a Regional Committee.
- 3. Members must attend Branch Meeting, pay membership fee, follow the decisions of the organization, and join in activities to achieve the goals of the organization.
- 4. Members must learn Marxist theories and thoughts, read bulletins of the organization, and thus deepen their understanding over the policy of the organization.
- 5-1. Members have the rights to express their opinions and make proposals with regard to the policy of the organization. They have also suffrage and eligibility for the election of the leading organs.
- 5-2. Members have the rights to express their oppositional opinions to the decisions made by any organs of the organization and put off the activities concerned, if they disagree with the decisions.
- 6-1. Members can withdraw from the organization when they apply for it to the Branch they belong to.
- 6-2. The Branch concerned must inform a Regional Committee about the withdrawal and obtain an approval of the Committee.
- 7-1. The Member who has not paid membership fee nor joined in activities for more than 6 months can be removed from the organization on the basis of a Branch decision.
- 7-2. The Branch concerned must inform a Regional Committee about the removal and obtain an approval of the Committee.
- 8-1. The Member who discredited the organization and was judged by the Screening Committee to be not qualified for membership can be expelled from the organization on the basis of a decision made by more than 2/3 of the attending members of the Central Committee.
- 8-2. The member in question can attend the Screening Committee and the Central Committee to make an explanation.
- Chapter 2. Organizational Structure
- 9-1. The highest organ of the organization is the General Assembly which is held annually, composed of the Representatives, and convened by the Central Committee.
- 9-2. The Representatives should be elected from each region.
- 9-3. Regulations for the election of the Representatives are to be decided by the Central Committee.
- 10-1. The General Assembly elects members of the Central Committee, the Central Leaders' Committee, the Auditing Committee, the Screening Committee, as well as the President, the Vice Presidents and the Secretary-General. It also determines the course of important activities of the organization.
- 10-2. The Program can be amended on the basis of a decision made by more than 2/3 of the attending Representatives of the Assembly.
- 11. The Extraordinary General Assembly must be convened when 1/4 of the members of the Central Committee demand it.
- 12. The Central Committee takes the role of a leading organ from a General Assembly to the next one.
- 13. The Central Committee must be convened every 4 months at least.
- 14-1. The Central Leaders' Committee takes the leading role in daily activities of the organization.
- 14-2. The Central Leaders' Committee is to be composed of the President, the Vice President, the Secretary-General and some other members.
- 14-3. The Central Leaders' Committee must be convened every 2 weeks at least.
- 15. The basic unit of the organization is the Branch which is to be composed of more than 3 members in community, workplace or school.
- 16. The Branch elects its Chairperson. It can set up a Branch Committee and/or Branch Groups if necessary.
- 17. The Branch holds its meeting every week as a rule, discusses the policy of the organization referring to the bulletins, and makes a shared understanding on the course of activities.
- 18-1. The Regional Committee should be set up as a leading organ for each region.
- 18-2. The members of the Regional Committee should be elected at the Regional Assembly.

- 18-3. The Regional Committee develops its activity under the leadership of the Central Committee, the Central Leaders' Committee and the District Committee.
- 18-4. The Regional Committee must be convened every week as a rule.
- 19-1. The District Committee and the Prefectural Committee can be set up if necessary.
- 19-2. Each Committee develops its activities under the leadership of the Central Committee and the Central Leaders' Committee.
- 19-3. The members of each Committee should be elected at the corresponding Assembly.
- 20. The Auditing Committee is to be set up in order to audit financial condition of the organization.
- 21. Women must be actively represented in the leading organs.
- Chapter 3. Finance
- 22. Activities of the organization is to be financed through membership fee, contribution and revenue from projects.
- 23-1. The monthly membership fee is 5% of the amount of income tax of the previous year. However the lowest amount is 3,000 yen and the highest 15,000 yen.
- 23-2. Special contribution to the organization is to be collected from the members in every summer and winter. Its amount should be decided at the General Assembly.
- Chapter 4. Amendment of Statutes
- 24. The Statutes can be amended by the approval of 2/3 of the attending Representatives of the General Assembly.
